On more than one occasion the Governor's Representative as strongly as he could, the difficulties surrounding his position, and seeking some alleviation thereof, by increase of salary, and alone to enable him to discharge his excessive official duties. He had made application both personally, at interviews with the Governor, and by letters addressed to Mr. Mercer, Colonial Secretary at Hong Kong, but the Government expressed their inability to afford any relief, and generally discouraged the hope of Government sanctioning any increase of salary, or of his being able to recommend it; saying, that such applications were received with disfavour at home, and that the financial position of the Colony rendered it inexpedient to incur any increased expenditure.
